Looking for Sources on Commission Structure

Ladies and gents,
Any of you HR types out there have any good sources for finding what is an appropriate commission structure for recruiters?
A friend of mine is writing a business plan, and his recruiters are pushing for a bigger percentage commission. His assistant came to me because she doesn't think what they are asking is fair. We have found all sorts of salary surveys and things like average annual compensation, but we can't find anything that says *percentages.*

According to what one of my clients, typical commissions range 20 - 30%. She runs a recruiting agency, and she charges about 25%. Hope this helps.

Elleny, thank you, you answered my question exactly as I asked it. Unfortunately I think I need to rephrase.
The company generally pays 20-35% to the recruiting agency, this I know. But I need to know what part of that fee the agency generally pays to recruiters. AND I need to find out if it's salary plus commission or straight commission? AND (if I'm not demanding enough!) I need resources. My friend needs to put together a presentation.
Sorry if that does sound demanding; I truly don't mean it that way. If anyone has further suggestions I'd love to hear them in the forum or in email.
