Definitely check out your state's (FL?) dept of labor information. In Georgia, DOL oversees worker's comp. Maybe they can give you some good ideas on what to do in this situation.
Due to a different situation, I've been looking into GA's stuff on this, and our DOL is VERY stringent on work comp stuff, and any employer reported doing what your hubby's bossie is doing would be in deep doodoo.
