This is sounding like the GS pay system.  Maybe I'm wrong though.  I like the GS system, because you know in advance what any advancements in your career will be worth, you can raise your grade level by your job description and duties/experiences, and you get step increases based on how long you've been in a grade.  So even though there is a broad range for a GS-9 to make, you can make anywhere in there depending on what step you're at.  I like the way our system works, but then that's one of the reasons I joined the government field.  Your system might be similar or might be way different, hard for me to tell based on what you've said.
