Katie,

Someone somewhere has to take the blame for allowing her to mess up.  In my company this would never have  happened as we have to order catering internally and have it approved and signed off. 

Using a credit card for outside catering is against company policy so it would never have been sanctioned.

There must have been rules to follow in the first place.
