It depends.
In general, I am habitually ten minutes late to work. I also leave ten minutes late at the end of the day, so that all evens out. Most places that I have worked, it hasn't mattered. I am not usually the one who opens the switchboard. Where it has mattered, there have usually been other issues (micromanagement related), so I rarely stayed at those places due to other issues.
On the other hand I am almost never late to meetings.
For classes I am teaching, I am always early 15-30 minutes minimum, often more.
For social engagements, I am often 5-10 minutes late. My friends are used to it.
I am just always trying to get "one more thing" done.
