Targets/objectives would be setting a date to complete a task whether long or short term but mostly something that is attainable and achievable.  I would stay this would apply to an individual completing a task.

A milestone is something further down the road that may take much longer to complete.  For example we had milestones set at the beginning of this project which would be more of a team effort or company effort.
