UK: Allowance/Mileage/Expenses

One of our managers seems to be getting it all:Allowance, Mileage and Petrol on the company credit card.
We are investigating this before challenging him. However I had a look at the Inland Revenue website for clarification but the information is quite a few pages long.
Can anybody confirm for sure what the basic rules are?
Is the correct way that someone getting an allowance can claim 16.6 p per mile on business trip and not claim any petrol?
We have also been paying staff who get an allowance 35 p per mile for business trip instead of the 16.6 p. Can someone confirm if the 16.6 p is the correct amount?
Thanks for your input.

Just had a quick read of the facts but nowhere does it say that you can get paid petrol when you get an allowance.
However it seems it is up to the company how much they pay the mileage to someone who's getting the mileage so I am not sure where the 16.6 p come from - it seems the company can pay as low or as high as they wish. However it seems there should be 2 rates: one for the one-off business travellers and one for those who get an allowance.
